HARLOW: 2,300 homes proposed for New Hall development

PROPOSALS for the second phase of the New Hall development in Harlow include some 2,300 homes.

Outline plans submitted to Harlow Council also include 16 shops, offices, a school community facilities and a restaurant as part of the scheme earmarked for the New Hall Farm and Hubbards Hall Farm sites, off London Road.

Access to the development would be via London Road with a possible new access road running across land between the Maypole Club site and Mark Hall School from the A414.

Two hectares of employment land has been allocated while sites have been identified for two schools.

Essex County Council highways has voiced no objections to the latest phase provided various road work and improvements are carried out while English Nature's only concern is that steps are taken to protect badgers that live on the site.

West Essex Primary Care Trust, estimating that the new homes will attract an estimated 5,750 residents, says the development will require a new four-partner GP practice which would need some half-an-acre of land.

Education bosses say the development would need two primary schools, accommodating 330 pupils and 420 pupils.

Harlow Council's planning committee is being recommended to approve the outline application at its meeting on Tuesday evening.

A report to the meeting states: "The development is in accordance with the local plan and makes a major contribution to meeting housing nee in Harlow for many years."

Planning permission has already been approved for the first phase of the New Hall development which features some 440 houses, of which some 300 have already been built.

A community and neighbourhood centre is also planned.
